ACAA coverages: basic, Plus and Premium

Every authorised motor vehicle in Puerto Rico pays a mandatory premium of $35.00 a year to ACAA, and that is what gives you medical coverage if you are injured in a traffic accident. For some time now there have also been two optional coverages: Plus, at $50.00 a year, and Premium, at $70.00. They are chosen when renewing the registration sticker through CESCO Digital. All three cover the same medical and hospital services; where they differ is in the compensation amounts. With the basic one, funeral expenses are $1,000 and dismemberment reaches $10,000; with Premium, $8,000 and up to $100,000.

What is it?

ACAA runs a traffic accident insurance and compensation system funded by a mandatory annual premium of $35.00 for all authorised motor vehicles. That premium provides health service coverage to any person suffering bodily harm, illness or death as a result of a traffic accident. To that basic coverage ACAA added two optional choices, Plus at $50.00 and Premium at $70.00 a year, selected when renewing the registration sticker. All coverages provide services for a period of two years from the date of the accident.

Who can do it?

The basic coverage is not chosen: every authorised motor vehicle pays it through the mandatory annual registration premium. The Plus and Premium coverages are optional and ACAA states they are selected when renewing the registration sticker through DTOP’s CESCO Digital. The benefits cover people injured in a traffic accident — drivers, passengers, pedestrians, cyclists and riders — subject to the exclusions in Act 111-2020.

Step by step

  1. Step 1: Understand what you already have

    If your vehicle is authorised and current, you already pay the $35.00 basic coverage a year with the registration sticker. There is nothing to apply for or activate. What it gives you are ACAA’s medical and hospital services for two years from the date of the accident, and compensation at the basic level.

  2. Step 2: Look at where the real difference is

    It is not in the medical services: ACAA lists the same ones — emergency room, hospitalisation, surgery, dental, medication, therapies, chiropractic, convalescent homes, nursing care, medical equipment — for all three. The difference is in the money for death, dismemberment and funeral compensation, which is exactly what matters to your family if the accident is serious.

  3. Step 3: Compare the three

    Funeral expenses: $1,000 basic, $5,000 Plus, $8,000 Premium. Death, spouse compensation: $10,000 basic, $75,000 Plus, $92,000 Premium. Disabled child and children aged 0 to 4: $5,000, $50,000 and $75,000. Aged 5 to 9: $4,000, $40,000 and $50,000. Aged 10 to 14: $3,000, $30,000 and $40,000. Aged 15 to 17: $2,000, $20,000 and $30,000. Students aged 18 to 21: $2,000, $20,000 and $30,000. Dismemberment: up to $10,000 basic, up to $75,000 Plus and up to $100,000 Premium.

  4. Step 4: Switch it when renewing your registration

    ACAA states that when renewing the registration through DTOP’s CESCO Digital you will find the information on the optional coverages available, and that once you select the one you prefer you can print the licence. That is: the decision is made inside the renewal, not at an ACAA office.

What to do if something goes wrong

If what you want is to cover damage to your car, none of these three coverages does that: ACAA covers bodily injury, and vehicle damage goes with your insurer or the Compulsory Liability Insurance. If you have already had the accident, the coverage that applies is the one you held at the time of the accident, and what is urgent then is not switching it but filing within the fifteen calendar days. If your case involves paraplegia, quadriplegia, severe trauma or multiple fractures, ACAA states it has an extended coverage when so determined by a Medical Committee created by the Corporation. This guide does not say which coverage suits you, does not compare with private insurance, and does not assert whether the optional coverages can be bought outside the registration renewal or whether they are prorated, because ACAA publishes none of that.
